From what I could see it appears to be a programmed chip, if you requested vats to be disabled it will.. It looks like the same socket and chip that Moate's sells.
I dont think VATS disables cranking all together but I dont know how it works. Are you sure the neutral safety/PRN isn't giving you the problem?

well the car and the dash are for a stick and the car does have a stick but the prom is from an auto could that be the problem? cus i dont get any spark or fuel. but i think the pump is bad
Shortly after I purchased my 89 IROC, it started having intermittent starting problems.. Traced it down to worn key and contacts in the switch it' self, it would not crank at all.. Removed the two wires going to the switch, soldered in a transistor from Radio Shack, and has had no further problems..
I'm not sure on the prom, it may just throw a code. Was the car a manual from the factory or auto.. Can you hear the fuel pump run when you first turn the key on??
the cars body was a manual from the factory but the engine wiring harness and the prom are for an automatic this car has been completely redone it has a firebird dash it used to be a v6 and it now has all disc brakes and posi traction so now that it is all together i want to drive it real bad
