The low down on burning own chips, please help

Guys I read the artice posted about the equipment need to burn chips and that there are a few sites that have the needed pieces.1
What exactly do u need to buy , how much , and can some one that doesnt know too much about computers ,burn their own chips? Where can u find out what each BIN stands for? The entire reason I am asking this is I have a supercharged 305tpi , that i am sure could gain alot from a custom chip. I would rather build it for my needs and rust in myself ,or should I have some else do it for me? Any info would be very usful thanks
