ECM UNIT IS OFF CAR NEED HELP

Alright so I need to delete V.A.T.S. and while the ECM unit is out I should tune it and get some ponies out of it. But before I tune it, I want to delete that pesky VATS system, please list all tools I will need to do this myself. And if anyone has some knowledge for a beginner such as myself, please enlighten me with your knowledge. I am very fresh to all this, but I do know how to design websites, so that might help.

Tuning and deleting VATS is usually done with the ECM in the car, other than to put the chip adapter in.
