Help with eeprom!!!!

Please tell me someone figured this out, cause I'm catching hell with this thing.

I'm using a 27sf512 chip with a 4k bin that came from a 2732A/32k chip and using a pocket programer 2.

I cannot get this thing to do right!

I can program the chip, put it in the adapter, and it'll run fine in the car. I can take my scanner, and plug it in the ALDL cable port, try to comunicate with the new chip, and it will not comunicate. I just says communication failure (error) check connections, try again. Also, the Charcoal canister solinoid makes a clicking noise the whole time. I can take the 27sf512 chip out, and put in the stock 24 prong chip back in, and it'll work fine, but car runs rich as **** due to not being programmed for bigger injectors and bigger motor.

I've tried to use the offset with the 27sf512 chip in the PP2, with no luck

Buffer Start 00000 (also tried 0F000)
device start 0F000 (also tried 0000, 0000f)
Device End 0FFFF (also tried FFFFF, 01FFF)

What do I need to do? I've tried 2 different stock ECM boxes, several different 27sf512 chips, and 2 stock chips all with the same results. It's something that I'm doing with the eeproms that is causing the confustion.

According to Moates info,
Documentation : Moates.Net
You must erase the 512 first then burn it.
Maybe that is the issue.

eeprom

The first thing that I did when I got the chips out of the box was erase them, then do a blank check.
