How to make lambda = 1.0000 at idle?

When I connect a WBO2 the lambda reading is about 1.04. I’ve tweaked my VE tables ($8D) so BLM is 128 and INT oscillates around 128 at idle but lambda is still off a little. How do I tweak lambda? Should I change some mV threshold for the O2 sensor or commanded AFR currently set at 14.73?

The reason I ask this is that when I do emission test HC is a little high and I read that Lambda needs to be accurate down to 1-2 per cent for the catalytic converter to take care of HC properly.

Thanks!

Try change the mv values for closed throttle.

If I'm a little lean should I increase the r/l threshold constant below?

Code:
L8496: FCB 136 ; 600 mvdc, FAST o2 R/L THRES AT IDLE
One other thing, my blower does the air inject stuff to the mainifold. Perhaps the 100mV constant is wrong? I would be surprised if my blower injects exactly the same amount of air as the stock smog pump. Maybe the air diverted constant should be increased instead of the r/l threshold?
