TCC Coast vs TPS

With a 4L60E is there a way to keep the TCC locked after letting off the throttle? Reason I ask is because I do a lot of city driving and I'm all the time having to let off for a second or two because of people in front of me being slow and then having to get back in the throttle to get it to lock again. I know that is taking a little extra gas. I would like the TCC to stay locked when this happens that way when I put my foot back on the gas its already locked. I browsed through the Hack and didn't find exactly what I was looking for. Did find a couple different addresses that mentioned a timer for the TCC at coast but I'm not sure thats what I want.
