changes on burn not taking affect

Hello,
Car is running very rich. blm=108
no matter what changes I have made nothing happens so I pulled the entire e-prom out and the car still runs????

Is this even possible??? What is going on???

Why is the car not reading or running off the eprom and memcal??

Without the PROM the ECM goes into limp mode and can still run the engine.

To check if the ECM is running from the PROM look for the SES blink:

At key-on, engine-off, the SES should, turn on briefly, blink off, then turn on solid. To repeat the test key-off for at least 10 seconds.

If the blink doesn't occur, the ECM is not running from the PROM.

The SES blink should be looked for after the insertion of every PROM.

Ok I think the car is in Limp mode then because nothing I do on the MEMCAL makes any changes to the car and when you turn the key on.
The SES comes on then goes off but comes back on and blinks non stop....

Could I have a bad eprom?? bad computer???

The SES just blinks even when the car is running???
