Cold Idle

Can someone point me at the correct table(s) or scalars ('7747 ECU) to work on the initial open loop cold idle RPM? When I first start the engine the idle surges. It seems to bounce off the stall saver RPM setting then up to about 600 and back. This goes on for a good 15 seconds before setting to a smooth idle. The smooth idle is lower then I would expect for a cold engine.

Thank you. I had read that section at least once all the way through, but it didn't click before. Makes sense now. and I also have a clearer idea where to look for my issue.
