BLM Idle Cell 4 troubles

Transmission: 700R4
Axle/Gears: 3.23
BLM Idle Cell 4 troubles

7730 $8D. 350 TPI, 5spd, Edelbrock Vortec lower, Vortec heads, SLP siamesed runners, comp cam xe274 (.490/.490 230/236) 24lbs injectors. No smog or AIR, but I have the charcoal canister still.

I am having problems with getting into Cell 4 during idle. With all the different CCP scalars running stock values the car is stuttering /bogging off the line and during tip in through any gear. It idles in cell 4 that way. BLM at idle is 108.

If I set the CCP Force BLM Idle Cell Min. Duty Cycle and CCP, Min.TPS to Enable to 0% the stuttering/bogging off the line disappears but it idles in cell 9 and still has a idle BLM of 108.

Do I need to be idling in Cell 4?

Why do the stock CCP settings cause stuttering/bogging and setting the values above to 0.00 fix the problem?
