Tach reads double rpm and timing light marks are way off

This is probably a comon question but I read back in the board and didn't find an answer. I just dropped in a 350 in my '88 vert and my tach reads nowhere near right and when i put a timing light on it, it reads off the bracket to the left...any help?

It runs real good! I did not do the install but it looks like everything from the original loom is hooked up except the o2 sensor and the TBI plug. The guy who put it in did a real clean job..but he wouldn't let me pick his brain...probably wants me to have him do all my work but.....I'm taking it from here and I wish I did the install too now. the motor is a '70 vette .030 over 350 / 4 bolt mains. casting # 3970010

I have re-dropped the distributer...twice and it is in right. When I turn the dist and put the balancer mark on the timing marks it pops and sputters like it's too far advanced...dial it back and it runs and pulls REAL strong all the way through the powerband and restarts great so it's pretty close to right.....with the balancer mark reading about a 1/2 inch to the left of the timing mark bracket....no Idea if the cam has been indexed but I'll know as soon as the AFR heads, cam, and Holley StealthRam get here. The Holley 950 ECM will probably fix it but I want to drive the car as is till I get time to put in the new MPFI system...and that still wont adress the Tach....or will it?
