windshield wipers wont move

alright got a 1989 iroc z28 the wipers wouldnt work so i bought a wiper a new wiper motor installed tested and it worked hooked it up to the wipers and the wipers wouldnt move...after a while it turned out the passenger wiper was getting caught on the window...i was working the wipers with my hand to make sure it would move and now it did. so i hooked it back up and they will only move 4 inches. I adjusted the linkage on every possible setting and nothing helped and in some cases made it worse. I dont know whats wrong someone please throw some ideas at me.

Bad bushings in the arm?

Check that you are getting correct current to your motors.
