1985 Trans Am 5.7 broke down

I was driving my 1985 Trans Am that we just bought while driving, to see if the a/c was working I went to turn the air on and the car shut down giving me no power brakes or steering. We pulled to the side of the road and tried to jump it didnt work. The windows wouldnt go up or anything. After a while we found a small black tube hanging below the car and when you play with it the car gets power and you can start it. Does anybody know what this part is.

That looks like the heat shield tube for the starter wires. It sounds like you have a loose ground or the tube is banging against the + terminal on the starter and shorting out or blew a fuse.

definitely check for loose wires on the starter...
