car has power but wont turnover - Third Generation F-Body Message Boards

hey there just got another camaro from a good friend and it A 92 CAMARO RS V6 5 SPEED it was his dd iam the 3rd owner !
the problem is ! the po bypassed the vats with a the old busted ignition switch and matchin keyand used the ignition switch as a dummy !
but the vats had no 10amp fuse on the fuse board ! so i changed out the ignition switch and now my car wont start ! it has power everything work but it wont start ! my relay are clicking so iam think maybe my battery is too low or my starter is dead ! any ideas i might have overlooked before i replace the windshield and go get the chip keys from the dealer ship ?
so i wanna get the right key from a dealership here in tally and put the vats back on the car ! please share your thoughts THANKS AMILLION !

spark plug wires
cap
rotor
oil
oil filer
ignition cylinder lock and key
door locks
hatch lock

things iam gonna change
fuel filter
doughnut gaskets
exaust manifold gaskets
the car ran so so after the tune up and i stalled a lil with the exaust leak !
but i waz getting a code 43 and a 46
yesterday my relay made this clicking sound when i started the car !
the only thing that stay on was the brake light when i tuneed it would this stop the car from starting ?
so was all for the stalling caused bc of the exaust leak ?
as far as the no start thing is the something iam missing?

i turned out to be that the old bypass key was worn way down !
so i took the new tumbler key blank and the old key from the bypass and got a guy at chevy to read the vats value and make me a new key it waz like 40 bucks.
got home and she started right up. i guess the camaro gods where smilin down on me !
