If you're looking to spin 7,000 RPM you'd be better off with a 377. It's a destroked 400 (you use a 350 crank in the 400 block).
A 383 will make about 45 lbs/ft. more torque and have a broader, flater torque cruve than a 350. What was said about torque equals horsepower is dead on. A 383 won't be as rev happy as a 350 though. More rotating mass to get moving. A 383 is a street king though becuase of the torque. For the track the 377 is a hotter setup.
