If it's just the block, I wouldn't pay more than $300 since it's already bored out to close to the max. To build a stroker, you're going to be changing just about everything. Don't spend a lot of money on a complete engine that you're going to strip down to nothing to change. If that's just a block, keep looking. You should be able to find a complete engine for less than that.
BBC engines can take a lot more power than a SBC. 470-550hp is still within the limits of a good stock engine.
Go price out a stock replacement engine from your local parts supplier. That will also make a good foundation for a good buildup.
