Although, with the aftermarket parts you're planning on using, any '91-later 350 block would be acceptable.
The smog pump will mount to the older block, but if the inspector gets into the details, you'll be failed for having an older engine than your chassis. With all of the aftermarket parts you're planning on putting on, have the CARB certs readily available. He'll most likely check the block casting then, and 1) you'll be sent to the "motor change" ref, and 2) you won't be allowed to use the older block (doesn't make any sense, but that's probably what will happen).
The smoke at start-up is more than likely valve stem seals (very poor in those days). New heads would take care of that. But, the rings/cylinders weren't much better, either (I took my first driver's test in a '69 Impala with the 300 horse 350 - we had to do a valve job on it at 90k miles, and when we pulled the heads, there was a bit of a ridge at the top of the cylinders already). You'll have to check this engine, but don't be surprised if it needs to be bored.
The T5 will be fine as long as you don't shock it. You'll need a 2-piece rear main seal flywheel ('83-'85 f-body manual transmission 305 application).
