They are probably something along the lines of the Procomp line of performance parts; they are chinese copies of a famous performance part. I would be most concerned with the weld quality on them as well as the sealing quality against the head.
I can say this though; a buddy of mine bought a set of stainless steel no-name headers off ebay about three years ago for his truck, and they were pretty nice. They discolored a little after running due to the heat, but they haven't rusted and so far have not leaked either.
