vats location 1989 firebird formula 305

i am having trouble with vats on this car. bypassed with a resistor over a year ago and am now having trouble again and suspect vats module. start relay under kick panel will not energize unless done so physically with a ground wire. car will start this way but doesnt run very well. does the vats module also control the computer? mitchells manual component locator says module is left side of dash above steering column. other things i have read says behind defrost duct. before i tear into this it would be nice to know the exact location and what it entails to change it. i need some help.

It's located behind the defrost vent(duct) area. I had to drop my dash to get to mine--was also an 89 Formula.
