I think they are spot welded in, but anyone can cut out a set for me at a reaonsable price please let me know. These are the pieces the shoulder retractors mount to. I can hit the pull a parts and probably snag a set for almost nothing, but didn't want to make a trip to get them. Thanks!

You can just just drill out the spot welds instead of having to cut the metal around it if it's easier or you can cut them out like this member did.

Either way is fine as long as I still have the lips to be able to weld to my body.
