Is this steering column put together right?

Car: 1991 camaro z28 w/cruise control

Just wondering if these two pieces on this steering column are going on in the proper order. I think they're called the, "upper bearing race seat" and "upper bearing spring". This is how the steering wheel was put together before I took it apart, I just want to make sure that whoever took it apart before me put it back together properly.





Here's a diagram I found. I think the parts are number 6 & 11.
