Someone has even claimed on the boards here that Pontiac admitted that the ram air Firebird option was really just a marketing ploy, albeit WS6 4th Gens are awesome cars. So the advantage of ram air is not that it's ramming any air at all but that it's pulling in cold air.
With all that said, I have my own ram air tubes on my TPI too. I think the benefit is just pulling in air that's a little colder than what you'd get right at the top of the hot radiator. So I don't think you'll notice a difference at all whether you have your fog lights on or off.
I pulled my fog lights and put on the rubber grill that came on Camaros w/o fog lights. It was more an aesthetic choice than performance though. I just think it looks cleaner.
EDIT: Just noticed the original post was a year and a few days old. I thought it was just a few days old. Somehow missed that whole year thing. Sorry for commenting on such an old issue.
