Single turbo wastegate sizing

Is there a basic rule of thumb, for X amount of power or X sized turbo you should use an X sized wastegate? I'm just curious as I've never seen it discussed.

Or.. roughly what kind of power can a 38mm or 40mm wastegate support?

Edit: Found http://www.thirdgen.org/techboard/po...wastegate.html (Wastegate ???) which explained what I needed to know perfectly. Thanks guys
