ned help what route to go

i was going to build a twin turbo 350 the hole build would have been around 2500 to 3000, now i came upon a 400 sbc. the 40 is stock. now the question is is it better to build a turbo 350 or just put the 2500 in a 400, im only lookin to do 11 at most so, what way would b better tpo go with on a budget build, i have a built th 400 trans with the mounts and everything, frame ties and slicks, so what way would b more cost effective and get the best power
