In AZ just a few months ago, I removed the belt from the blower, removed the intake tubing from the intercooler to the throttlebody, put a filter directly on the throttlebody, changed from 72 to 24 lb/hr injectors, put the AIR pump back on along with the hoses, reset the tune for the new injector size, and then went back for a retest.
Results of the retest on a car where the only functioning emissions equipment is a metal core racing catalytic convertor was a pass by .002. A small margin but it still passed. In the process, I managed to break a testing lane when the drag radials hooked on the acceleration phase and the system faulted repeatedly.
If I were the inspector, I would have failed the car after popping the hood as having been obviously demodded for the test but they didn't. In 2 years when its due for a retest, I'll put in on collector car insurance and skip the testing.
FYI: with the blower operational and the 72lb/hr injectors, it blew over 5 times the legal limit on the test. For those of you complaining about the emissions, I doubt the car will see over a 1000 miles a year on the road so just get over it. It is far too obnoxious to even consider using it for a daily driver.
