tire rubbing when i turn

i got this 91 fbird from a buddy of mine. I noticed when i got it that the tire rubbed so bad when i got it that it had broke the frame. In fact when i turned the wheel it lifted the driver side of the front end up. I welded the frame, which was in the front of all the suspension so i wasnt too worried about stability. Someone told me that i needed to put a hydrolic jack in between the back of the wheel and the frame behind it and push the wheel forward. what do you guys think

sounds to me like the car was wrecked and not fixed properly. You need to figure out whats bent, whether it be the frame, or the control arm or both. Putting a jack in the wheel well and trying to move things will just cause more damage. If you are that serious about fixing the car take it to a professional with a frame machine and have them fix it.
