if it didnt affect the spring rate, the powdercoating would all crack and flake off when you compressed the springs...
the colorful springs you see in catalogs are urethane coated IIRC
No, the curing temp of the coating is nowhere near high enough to affect the spring metallurgy. About 350F max and then you can have annealing, typical curing temps are lower than that. You can powdercoat springs and it won't peel off if you use the proper powder.

its possible however that the "urethane" was basically the same thing as powdercoat just under a different name
either way, i doubt it would affect the spring much at all.
