Steering wheel wobble

My steering wheel tends to come alive every once in a while and starts to wobble back and forth for sometimes up to a couple miles and it makes the whole car shake, like im shaking the steering wheel back and forth really fast. It tends to do it the most when i do slight to quarter wheel turns.

Not too long ago I replaced the tie rods, shocks, sway bar bushings and end links, new tires and then had the thing lined up. The tie rods from autozone seemed to be a little too long so i had to grind them down to fit, and it seems im not the only one who has had this problem so I didnt think the frame was bent as the autozone rep told me. It didnt start to do this til the temp started to drop around here.

Now my power steering pump keeps goin out for me for a minute er so when i go to start for the first time when its still cold. I plan on replacing this sometime this week (depending on if we get hit with the third snowstorm weve gotten here in ohio in the past couple of weeks) and I was just wondering if this could be the problem with my steering "ghost"
