tbi spacer question..

I have a 1" SPACER. it came with some spacers for the throttle /tv cable braket. problem is the rear part of the bracket doesn't end up straight with the tb so I had to cut the hole open in the bracket so I could turn it straight. I had to cut a washer in half to make up the other side so the bolt could be tightened. problem is I don't think it stays torqued properly.

can I buy a threaded rod and use red locktite with a nut on it
thread that in to the intake and leave the other threaded end sticking up to hold the bracket? while red locktite hold up to 25ft lbs of torque?

Any pics that help us to visualize this?

EDIT: I do not like spacers because they cause so many problems.
