EGR/emissions question(s)

Today I took the car to get sniffed and passed. In the past year I have replaced a dead fuel pump with a Walbro unit and tuned the pressure to the max the stock regulator can handle (14.5 PSI). The car has been running great but will sometimes surge at 1200-1600 rpms in 1st or 2nd gear while cruising at 15mph.

I asked the inspector if we could run a diagnosis before the actual test since I had suspicions I was running a little rich due to the surging. At 2600 rpms I had a HC of 320-340. Seeing this had me surprised at how rich it was running at that speed. After thinking about the problem I unplugged the vacuum line to the EGR valve and blocked it with my finger. The HC dropped down to about 5.

What problems would I encounter if I blocked off the OUT-let of the EGR solenoid besides fuel economy? By doing it this way I wouldn't pop a code since the solenoid is still receiving vacuum.
Looking at these numbers what would you all suggest tuning wise?
HC: 4
CO %: 0.01
CO2 %: 6.6
O2 %: 11.2
Dilution %: 6.6

From last years test:
HC: 220
CO: 0.22
CO2: 12.0
O2: 1.9
Dilution: 13.0
