I did all of it with a dremel tool and several different cutters, and a abrasive polishing wheel. that throttle body probably has 6-8 hours worth of grinding and polishing in it. dont use grinding stones the clog up very quick, use carbide burrs, they don't clog unless you spin them too fast.
I'm not done with it yet, but I'm getting pretty close.
Since taking these pics I've modified the regulator to be adjustable. A sockethead screw (not shown) between the two fuel fittings allows for adjustment. If you look closely, you'll also see the shaved throttle shafts in the pic of the fuel fitting reliefs.
