Air always flows from high pressure to low pressure.

If intake manifold vacuum @ WOT was 0, no air would flow into the engine at all. The only time the intake manifold vacuum is 0 is when the motor is not running.

yes, sometimes it does take quite a few tries to actually have your question answered, but in the end it's worth it.
