Will unplugging the EGR valve cause it to run lean?

My new air/fuel gauge is saying that my car is fine when it first starts up, but then goes lean as it idles or drives after a few seconds.

Either I haven't gotten the float levels correct, or could it have to do with the fact that I haven't connected a vacuum hose to the EGR valve?

My pressure is almost 7psi too.

Would a blown head gasket cause this to happen too?

I would try adjusting the carb first. Try richening the mixture on the high speed circuit. Also, check for vacuum leaks. My EGR has a busted diaphragm, so it caused a major vacuum leak. I didnt want to buy a new one, wo i took an aluminum can, cut it to shape, and bolted it under the EGR gasket. This way it looks like my EGR is still working for inspection reasons. My engine runs fine, too no lean or rich condition, but this is only after much carb tuning to get the mixture right.

most likely not... unless it had a vaccum leak past the shaft (not likely)...
