I would try adjusting the carb first. Try richening the mixture on the high speed circuit. Also, check for vacuum leaks. My EGR has a busted diaphragm, so it caused a major vacuum leak. I didnt want to buy a new one, wo i took an aluminum can, cut it to shape, and bolted it under the EGR gasket. This way it looks like my EGR is still working for inspection reasons. My engine runs fine, too no lean or rich condition, but this is only after much carb tuning to get the mixture right.
