I might get a 90 305 TPI with the weaker cam, I was thinking about getting the better cam and swapping it in. My question is.......are the emissions standards for each cam different then the other?
You can install a non-emissions-legal camshaft in any engine you want. Where you drive it is entirely up to you, but it won't be legal to drive on the street.

no, but if it's a 90 305 TPI, chances are overwhelmingly good that it has the better cam already. The 'peanut cam' stuff is just a myth when it comes to the 90-92 cars.

No, the emissions are the same. And there are hundreds of cams out there that will pass emissions, even tho they arent labeled as being smog-legal. Who knows but you what kinda cam is in your car, as long as it passes clean out the tailpipe.
