RPM'S won't kick down, whats up?

Just recently when I started driving my car I noticed the choke would not kick my rpm's down. I've notice I have a rip in one of my gaskets in the carb. near the bolt and I was wondering if that could cause it, and if not what would cause this to happen. To go into more detail, as usual it warms up to 2000 rpm's and goes down to about 1500 and never kicks down to what it is suppost to which is like 600 I think for a 1986 pontiac TA.I just put it in reverse holding the brake and I let it go and I've noticed when I put it in neutral it goes back up to 2000 rpm's. Is there a way to bypass this anyway? because the problem is when I'm driving, its around 1200 rpm and I have to press the brake really hard to keep it from going. Any comments or suggestions would help because I'm driving it like this at the moment and I'm in need of some good quick advice. Thanks

Is your choke sticking? Forget about the rip (get another gasket) but what caused the rip? Maybe the same event burned your choke?

well I think I ripped the gasket tightening down the bolt a few months ago. The choke is on the left side of the carb. correct? if it is sticking can I just lube that baby up with something like choke cleaner? I will get another gasket when I get 30 bucks because thats how much the kit is but I was wondering if a carb. and/or vacumm leak could cause this to happen.
