Harmonic balancer wobbles

I just noticed that my balancer wobbles but the crank pulley doesn’t. I've put the balancer installer tool to it and it still wobbles. This isn’t normal is it?

The belt sheaves are bolted to the crank hub. The harmonic balancer is mounted on a rubber/elastomer ring around the crank hub. It sounds like your's is about to let go. Time to start shopping for a replacement.
