Can plugging the line to the charcoal cannister make my fuel leak worse?

The fuel line attached to the front-facing side of my FPR leaks on occasion. Mostly when I first start the car. It seems that since I plugged the line that used to go to my charcoal cannister (it used to be open but I got a gas smell from it), my fuel leak has gotten worse. Since the fuel rail is pressurized anyway, I don't see how capping that other line made a difference, but I did notice that I really hear air rushing into (or out of?) the tank when I open the gas cap now. Could the two events be related?

I've replaced the o-ring a few times. Right now i've got an oversized o-ring in there and it still leaks intermittantly. I know I should replace the whole fuel rail, but frankly I'm burried up to my *** in car repairs. I haven't had a free weekend in 3 months. I don't know when I'll find the time to remove the whole top half of the motor (including valve covers to get those damned runners off) in order to change my fuel rail.

Anyway, to clarify on my charcoal cannister issue, I removed it a few years ago when I swapped motors. For a while I just had tape over the line from the tank, and recently I finally capped it off. Last night I took the cap off of it and the car didn't leak any gas today. Don't know if it just decided not to leak or if it's related though.
