Fuel Pressure Jumping

I have a new jasper reman that recently started making a noise. Sounds like a top end chatter type of noise. Kinda hard to explain. I brought it to a local shop thinking it was an engine valve problem of some sort. He had diagnosed the car with a faulty FPR. I then took the car home and bought a new Holley adjustable FPR 35-65lb. I installed it on the car and started it up. The same noise is there. I put a fuel pressure tester on it and the needle is jumping within 2lb's. With KOEO i can adjust it to 44 lbs without a problem. And the MAX pressure i can adjust to is 42-44lbs. I tried pulling injectors 1 by 1 to see if the noise goes away but it does not. The sound seems to be leaning on the driver side portion of the fuel system.

Does anyone have some suggestions on what to look at? Or little quick tests to rule some things out?

Little help? I also pulled the vacumm hose to see wut it would jump to and if my fuel pump was going. Jumped to a solid 50lb's so im not really sure wuts going on.

Anyone wanna help?
