If it's stuck closed, it won't do anything; you may get an EGR code, it may fail emissions inspection for high NOx, or it may ping during high-speed cruising.
If it leaks exhaust it will make an exhaust leak noise.
If it leaks vacuum, it will act like a vacuum leak.
They fail alot less often than they get blamed for. I would not consider it a very likely suspect for whatever ails your car.

dont just run by symptoms do some work on it lol, start the car, then grab the egr with your hand and push up on the diaphragm of it, if the idle changes its working fine. Assuming you have the oem or acdelco replacement it should be easy to reach the diaphragm, if its one of the replacments from checker.....good luck i couldnt even push mine in cuz the holes are tiny.
But on a seperate note....may i ask why your checking the egr? did you fail your emissions? I didnt look at mine until then but my emissions failures werent because of the EGR alone, my intake and egr were coated with a thick layer of carbon from the previous owner, when you take the egr off, look at the underside of it and check for carbon buildup, if it has it, check your intake too and go from there
