I ran a 17.01 with my completely stock 93 s10 (4.3) with a soft launch.
When I got home I checked my timing, it was set at -2. Stock was suppose to be 0 from factory. I changed the thermostat and bumped it up to 6 degrees advanced, it pulls alot better now.
I would check the timing and adjust the fuel pressure using a multi meter (assuming you made yours adjustable.)
I know I don't have an 3rd gen, or even an f-body, but I joined here because of the wealth of knowledge about the tbi engines, which retains to my 4.3 tbi...
I'm going to do the ultimate tbi mods run again tuesday evening and see what a cat back, tbi mods, and adjust the timing and fuel pressure does for me. Goal is to run high 15's before the end of the season, then I'm ripping the 4.3 out and building a mild 350 for it (vortec heads, lt1 cam, etc.)
What was the density altitude, and what was the ambient air temp? And the humidity? TBI cars run better with hot oil but cold coolant. And to beat that Ford for not much $, start with a 100 horse hit of nitrous, though you can go 150 if you get a device to add it progressively, like a Jacobs Nitrous Mastermind. That's the only one that's 50 state legal. And I loved mine.
That mustang is probably a high 14, low 15 second car... stock!
I'd do all the supporting mods that would help a 350, like gears, posi, shift kit, exhaust, weight reduction, etc. Then when you get bored with the 305, you can switch to a 350 without feeling like you lost a lot of money.
It's fun playing around, even if you don't have a lot of money...
here is a free and easy mod for your 3rd gen.... weight reduction. just take everything out or off that you can. once you make it 100 lbs or more lighter then your hp is worth more than some one with stock weight. better tires helps, basic find out what the mustang beats you in. i do agree tho 350 opens up so much more.
