How to adjust idle by turning distributor?????

Went for PA vech inspection and the vech failed because the idle is to high the garage said i can turn the idle down by turning the distributor? Has anyone done this or is there other ways? I have new plugs and wires no vacumun leaks no exhaust leaks. Thanks in advance for any help.

This is sort of true, but doing this may cause you to fail the emissions test. First look for vacuum leaks and such.

What is your idle rpm?

Moving the distributor will change you base timing, not a great idea unless it's set incorrectly. There may be an adjusment on the TB to close the blade some, but the idle is controlled by the IAC.

If it's excessively high as Atilla said check for a vacuum leak.

IAC passages may be carboned up not allowing IAC to seat correctly.
If it hasn't been done recently , take TB off disassemble and clean. Then reset idle
