1991 305 TBI failed smog today

Hi guys I looked around a bit on the forum and didn't find any other posts/ threads pertaining to this issue so I hope that im posting in the right spot. now down to business bought a camaro last month for 1400$ and stupid me thought that because there was a smog cert from this march in the dash that I would pass if I went to check again went to reg the car today and when I went to smog check it failed the NOX 15 mph at 841 also failed the gas cap test, the mech. told me that the problem was in either the thermostat witch the prev owner said he had replaced or the egr system because it was running so hot I for one have no clue what the problem is and was hoping one of you guys could help me out also when the engine is started cold at all times billows white smoke/steam out tailpipe. no milkshake in the oil and no gunk in the coolant.

Has your coolant level dropped at all? White smoke/steam could be coolant burning with the fuel. Is your cat the original cat? Mine was, the honey comb was in small pieces and caused failing numbers terribly.

ok so after further enspection/ smelling i found out that it was oil that was burning and not steam due to the smoke being a bluish tint the car has 166k miles on it so maybe it could be the valve seals taht cause it to smoke because it only does it after it sits overnight i dontsee the coolant level dropping noticabley but after taking another look at the engine compartment i noticed that two of the hoses in the engine has been cut one section of hose that runs from the top of the radiator to what seems to part of the AIR valve? has just been hoseclamped with a peice of metal in it the other hose runs up near where the coolant res. is located and has some rust colored discoloration in the interiour of hose also when the car is not warmed up
the engine boggs under acceleration sometimes and even when the car is warmed up it does aroune the 2500-3500k range im not sure what hose it is either due to the fact that the hose diagram is missing on the car other problems that im having is that the vent will work for the car but the heater does nothing and when i use the vent the idle of the car increases for a second or two and then drops again the whole time i have the air system on regardless of temp and i cant feel any heat no matter what, upon clos
i am planning to get ahold of a camera today so i can take some pictures of it thanks for you help and any advice will be appreciated

oh and i forgot to note that the only notable mods done to the car is an exhaust from the cat back and a msd blaster i bought the car for 1400 dollars and expected for that price i would run into a few problems along the way but while inspecting the engine compartment i didnt think to look at all the hoses also while getting smogged the guy at the speedee ripoff oilchanger told me that the cam timing was off by 2-3 degrees
