305 TPI to 350 Vortec TPI

After all the countless hours researching 305 posts to figure out how to get the most out of the stock 305, my buddy stepped up and practically gave me a Vortec 350 short block. Its all stock, out of a 1997 Chevy Tahoe, never been bored or built. It needs a set of heads and I want to re-use the stock crank and add a set of scat I beam's and .030" over forged pistons with moly rings. As for the parts that add power, I saw a magazine article with a budget Vortec 350 out of Car Craft that makes 440HP. It uses: 10.1 .060" over 350, Scoggin Dickey modifed Vortec's for .550 lift, Comp Cams XE274 roller cam, Edelbrock Performer intake, Edelbrock 750 carb, LT4 style 1.6:1 roller rockers and mix matched everything else.
Has anyone ever duplicated this? I see quite a few builds on here and I have yet to see 440hp from any 350 here.
To me this combo looks like a solid 400hp considering I have seen 383 TPI's with less and my exhaust options and TPI.
I plan on using the Edelbrock Vortec TPI base, with SLP runners and FPR. Cam is going to be a Comp XE268 HR. Exhaust is up for suggestion, I like the ease of a stock style.

When SD came out with that base (collaborating with Edelbrock), their intent was to sell the 330 HO crate engine to TPI guys. They were very disappointed when they found out they needed to put a Hot Cam and 1.6:1 rockers with it (which required modifying the heads, which they then began offering as well) in order to reach at least 330 HP (and then they overshot it a bit - 360). Instead of selling the HO to TPI owners, they offered a different, complete crate engine with the base. Remember that 360 HP is "gross" flywheel HP, and required a bigger TB, short runners, and long tube headers.

Since the Car Craft build used a carb (even though it was an Edelbrock), getting the same HP out of a TPI set-up will require more than the base. In fact, if I was considering such a set-up, I'd bypass the SD Vortec base and go for the Stealth Ram Vortec intake.

That about sums it up. I guess I better start building for tq. not hp. XFI268 113 vs HOT cam? I haven't done this dynamic compression calculations on it yet. I usually prefer dual pattern cams, as it makes more sense but that hot cam is def. a nice piece. I hate to admit it, but I found 305 TPI more interesting than building a 350. Maybe because it was more mysterious.

Setting aside your dislike of me, I am going to answer this the same as I would for anyone else.
Even if you exactly copy the magazine build, the simple fact of using long-runner TPI, even if you use the best base, runners and plenum, all Extrude-Honed, means you'll lose peak HP and upper-rpm average HP.
Getting to 420 HP with a Vortec TPI 350 has been done, the info is in my best builds thread, which is a sticky in the sub-forum for engine swaps. But it used far less cam than you propose.
