can you confirm my suspicions?

ok so. I go out to the car yesterday and turn the key the car cranks for five seconds and then i stop. went to try again and nothing. starter doesn't move and there is no voltage drop on the dash. but if I use the power windows there is. battery is not dead had it checked and tested last night, all good. my suspicion is that either A the starter or solenoid or both are dead or B one of the many fusible links is kaput. because the wires seem in good shape I'm leaning toward the starter, got under the car tapped at it with a hammer and noticed it was so rusted i could probably remove it without using the bolts.(figuratively speaking) and if its rusted then its probably not making great connections. and its likely original so it is most likely dead. my question is does this sound right or is there another place I can/should look. any help is greatly appreciated and will be rewarded with thanks, kudos, and gratitude.
oh by the way the car was running that morning before the issue.

The starter solenoid/relay is the most likely culprit. Check for voltage at the ignition terminal on the starter while an assistant holds the key in the start position- if you get power, your wiring and fusible links are good and the solenoid is shot.

new issue find the break in the power.
symptoms car powers on will not turnover no draw on power when trying to start engine.

ruled out: neutral safety(jumper test), starter (new),wiring(Possibly)

potential: ignition switch (seems unlikely but plausible),starter relay(does this thing even have one?),wiring (no electrical tester)



Unfortunately its hard for the starter or relay to be bad. i've replaced it last night based on how bad the thing looked $30. hooked up everything and checked the connections then went on to the wiring checking everything just incase. every fusible link I could find seemed to be ok intact didn't pull apart. I haven't ruled it out ,my other issue is that i'm on a college campus at the moment and as such I don't have access to great tools. I am working with the bare bones. a set of ratchets and wrenches and various screw,torx and nut drivers one pair of jackstands and a 2 ton floor jack. tried using a paper clip to jumper the neutral safety switch it didn't help no change. went looking for the starter relay,can't find it either its there and i'm looking for the wrong one or it was moved. and the final culprit is the ignition switch which is doubtful (car powers on) but plausible

update. because the ignition switch was replaced last summer. one of the bolt worked loose and caused the actuator not to fully reach the switching point. solution retighten the ignition switch and the car starts every time. thanks again berlinetta for the assist.

solution: loose ignition switch causing failure to complete circuit. tighten switch.
