Brakes are weak

Car: 87 GTA Trans Am
Engine: 5.7 350 TPI
Transmission: TCI transmission
Axle/Gears: 4th gen rear end. With 3.83
Brakes are weak

My brakes are weak
The booster holds vacuum
Didn't replace the master because there's no sign of a bad one
New calipers
New brakes
Bleed them no air in lines
The pedal does not go to the floor or anything like that
It's just weak. Meaning I can't lock up the wheels. I have both front and rear lines hooked up straight to the master without any proportioning valve. I have a wilwood one on the way though
And when I press the brakes hard and release the brake would feel like it's still holding like I have line locks and the pedal will come up in like 3-4 seconds
I don't think it's the flex hoses because it doesn't lock any wheels! How can all go bad? So that's why I ruled that out

I think it has something to do with the booster.
Can low vacuum cause the pedal to release slow?

Also how much vacuum is the l98 suppose to produce for the booster?

15" Hg will create enough assist in the older Moraine boosters to make a difference. 17" is better.

Well I think I found my problem
I get 15 or less at idle. It up and down but no more than 15
It high tee rpms I get 25 and if I keep my foot on the brakes I can feel the pedal go down when I rev it so I'm guessing I need a vacuum pump

Is your motor stock or what? Late ign. timing can cause low vacuum too.

Lol sorry no I should have mentioned this before but it's not stock it rebuilt I have a mild street can on it.
