C5 mongoose/Delco package

This guy has a C5 vette with a mongoose/Delco package and it also says "SS 400" on it. It is a convertible and had the Z06 brake vents. I was wondering what this package was and if he could beat me. I'm running 7.70's in the 1/8th.
