trying to gain preformance new block or new rear end ?

i have a 88 iroc z 305 that is bassically stock it is in very good condition my dad was the original owner when he gave it to me i polished the engein and put in a new distributor injectors 8.0 wires spark plugs and alot of new sensors now that i have done that i want to work on preformance.
She aint to fast i mean it is for a stock car but i wana tear up the ricers and import tuners as well as those mustang gts.
I i was thinking i should put in the chevy (350ci) ZZ4 crate moter with 355 HP get the base moter and just put on my intake manifold and up to save some cash, but i didnt know if i should change the gear ratio in the rear end first and if it would help my 0-60 if i did. im only looking to spend about 2.5 to 3 grand in a moter and if changeing the gear ratio in the rear end would help about alot i can do that to keep in mind the moter has 150,000 miles it runs great though and its an auto transs.
any help will be greatly appreciated.
