Car: 1997 Jeep Wrangler Engine: 4.0L Transmission: 5 speed Axle/Gears: 8.8 rear, 4.56 gears, 4:1 transfer | Not all TPS's are adjustable. If yours isn't either modify it or get one that is. I'm not sure of the years that were adjustable. I know my 1986 is adjustable.
You also have to set minumum air (what you're calling the idle screw), then reset TPS again. True idle is set in the chip.
I run 48psi fuel pressure and 6° base timing on my car. If you change base timing of the distributor be sure to change it in the chip as well.
If after all that you still have high idle look for vacuum leaks.
