Questions about using a scaner

I have an old auto x-ray that I am using on a 92 z28 with a zz4 with TPI.
My question is about the spark advance. Does that include 6 degrees of timing that you set it with.
All so when I look at the block learn cell at idle its all ways on cell #4 is this normal.

I’m using an EZ link from auto x-ray that I have had since 2000
Viprklr
Its only at idle. When I’m driving its on block cell 6 or higher
