Fuel pressure readings bouncy

My fuel pressure readings are bouncy after about 37lbs. If adjust them any lower they are steady eddy. Using an Aeromotive 13301 AFPR with the heavy spring installed. According to instructions , I should be able to get between 20-65 lbs.

i am also having problems getting over 45lbs when adjusting the regulator. I am also using an Autometer 0-60 lb mechanical FP guage installed directly on the APFR.

Any thoughts on either problem?
