low vacuum at idle, a tuning issue?

I have a base timing of 6 deg and the car is running smoothly. my vacuum reads around 7-10 hg at idle, but jumps up to the 20s when revved up. I have a "mild cam" -could this cause my low vacuum? Also my brakes hardly work. I have sprayed the engine compartment entirely with B12 and cannot find any leaks in the new mini-ram.
Can these vacuum issues be changed by tuning/bin editing my timing on my MAF setup?
What values would affect the vacuum pressure?

a cam can definatly affect your vaccum....one route you could go is to pick up a vaccum resivior and that will store any un used vaccum and you should be ok but just MHO
